SLOCOG’s FY 2024-25 Annual Report

The San Luis Obispo Council of Governments (SLOCOG) had a successful Fiscal Year 24/25. Transportation funding and policymaking has been fairly stable and consistent on the State, Regional and Local level, while new uncertainties are on the horizon for 2025 and beyond. We were challenged to creatively help problem solve several local, regional and inter-regional issues. Key accomplishments included:

  • facilitated a funding plan and approval for the Bob Jones Multi-Use Trail Project,
  • approved the US 101 North County Multimodal Corridor Plan,
  • implemented the “No Fare Anywhere” free week of transit during Rideshare Week, and
  • preserved transportation services for seniors through short-term funding solutions.

Additionally, SLOCOG worked to improve agency visibility by hosting Governor’s Office staff and the Senior Advisor on Homelessness, Hafsa Kaka, on a county-wide tour of three housing facilities and developing a website providing the public access to program and project information focusing on the Community Betterments grant program. By executing these projects and programs, SLOCOG has demonstrated agency commitment to improving the quality of life for all residents of San Luis Obispo County.

Additionally, the SLOCOG team, with input and direction from SLO County residents, stakeholders, and the SLOCOG Board, continued and will continue the effort to get a county-wide transportation tax on the November 2026 ballot. In FY25/26, these efforts will include implementing the Local Roads First initiative and working with consultants on development of an investment plan, extensive county-wide outreach, polling, focus groups, building on outreach efforts and grassroots support cultivated during FY 23/24, and working with state legislators to finalize an increased tax cap for a transportation-specific tax measure.

NOTABLE “TOP” FY 24/25 ACCOMPLISHMENTS

  • Implemented Funding Plan for the Bob Jones Trail Project
    • SLOCOG Board authorized up to $7.8M in programming adjustments to back-fill Caltrans’ efforts to secure SHOPP funding
    • Allocation of $18M in Active Transportation Program funds awarded by Caltrans and the California Transportation Commission (CTC)
    • SLOCOG staff worked diligently with partners and stakeholders at the state, county, and local level to ensure the project would be funded
  • In partnership with SLO RTA, SLO Transit, and Morro Bay Transit, staff implemented the “No Fare Anywhere” free week of transit during Rideshare Week, October 7th – 11th
  • Hosted Governor’s Office staff and the Senior Advisor on Homelessness, Hafsa Kaka, for service provider discussions and a county-wide tour, visiting three housing facilities throughout the region
  • Continued implementation efforts on the Road to Zero Policy, targeting an end to roadway fatalities and serious injuries by 2050
  • Developed website providing the public access to program and project information focusing on the Community Betterments grant program with the ability to scale to additional funding programs
  • Approved the US 101 North County Multimodal Corridor Plan
  • Awarded $63M to SLOCOG and rail partners by the California State Transportation Agency (CalSTA) for coordinated improvements along the Coast Rail Line of Monterey, San Luis Obispo, and Santa Barbara Counties
  • Amended and approved Wheelchair Accessible Vehicle Transportation Service (SENIOR-WAV) Contract with Ventura Transit System (VTS) for an additional $916,480, preserving existing service levels

Key Focus for FY 24/25 and Beyond

SLOCOG will continue the Local Roads First Transportation Tax Initiative efforts with the goal of a November 2026 ballot measure, as the county continues to fall behind in funding compared to our sister counties in California.

SLOCOG will also continue to meet federal and state planning requirements. We will be finalizing and implementing a 5-year Strategic Plan that capitalizes on SLOCOG’s internal staffing strengths. The Strategic Plan aims to build on the bond between SLOCOG’s Overall Work Plan (annual agency work plan) and the Regional Transportation Plan (20-year long-range plan).

The approved FY 25/26 budget is $11.2M, a $1.9M decrease from FY 2024/25.
