Each year SLOCOG is required to prepare an Overall Work Program (OWP) and budget describing the comprehensive planning activities proposed to be undertaken in the upcoming fiscal year by SLOCOG or other agencies using federal or state planning funds. The OWP provides detailed information on all anticipated tasks, work products and funding information. The comprehensive work program is divided into the following ten program categories and within each category are specific work elements and tasks. 

The OWP serves four important objectives:

  • First, is satisfies federal, state and local government requirements for submitting a comprehensive work program documenting all anticipated tasks, projects and financing  for the upcoming fiscal year.

  • Second, it serves as a reference for citizens, agencies and elected officials throughout the region to help understand SLOCOG’s how various project objectives will be met through a comprehensive, continuous and cooperative planning process.

  • Third, it serves as a management tool for SLOCOG’S planning programming process.  The specific tasks and scheduled elements of the OWP facilitate Board review frequently throughout the year to ensure the planned activities are accomplished on schedule and within budget.

  • Fourth, it serves as documentation to support the local funding and various state and federal grants that finance the planning and programming policies.
